Watchcat Report: Homestead Main Street President Got $25,000 In CRA Funds

Robert Barmes by all accounts is a skilled architect and has done much to try and improve Homestead. Through a corporation called SR2 Mr. Barnes applied for and was granted $25,000 to improve a property that is/was being considered for a temporary City Hall solution. Robert Barnes is also the President of Homestead Main Street.
Has anybody in Homestead heard of a conflict of interest? Didn't Homestead Main Street administer the facade improvement funds a while ago? The City pays to improve a building prior to a potential lease?
