Why Did Mayor Bateman Keep This Report Hidden For 29 Months?

Committee completed their work in April of 2010, report finally made it to the public in September of 2012.

City Manager George Gretsas attached it to the New City Hall Special Call Agenda held on September 24, 2012.

Mayor Bateman and former City Manager Sergio Purrinos must have known the committee completed their study and knew the results but kept the information to themselves. 

Why would the "transparent" mayor condone such behavior?
