WHY DID PBA TRY TO DIG UP DIRT ON CITY MANAGER GEORGE GRETSAS? STRONG MAYOR NONSENSE CONTINUED....

This public records request dated March 2, 2012 sure appears like an overreach by an organization representing law enforcement officers. Items 1,2 and 3 are all requesting HPD related materials which should be directed to HPD's Public Information Officer.
However, items 4,5 and 6 are all related to City Manager George Gretsas and his city credit card (does not have one) and his phone records. The question that needs to be asked is since the PBA negotiations have not been an issue under Gretsas what would prompt this inquiry?
Could it be the Bateman For Strong Mayor attempt? The PBA and Steve Bateman have close ties, PBA VP Steadman Stahl is a friend of the Mayor's, the mayor's vehicles have PBA tags and the Mayor and Councilman Maldonado won $6,500 in a PBA linked fishing tournament in 2010.
