New City Hall: Ends to Justify the Means

Many in the City of Homestead have wanted a new City Hall for years.  Many reasons have come to pass but none as alarming as the current one.  Radon and Mold!  My take is:  Why didn't they think of this before?  No matter, a new City Hall is finally coming to Homestead, rain or high water gosh darn-it.  Back in 2005 in the midst of the city council elections, while  two hurricanes, Katrina and Wilma, were swirling in the Caribbean, the new City Hall land swap proposal was approved by the council. Borges Supermarket owners sold the land and moved down the street on Washington Ave.  Never mind Borges is now a faded memory that went kaput after this fateful move, but that's a story for another time.  The majority sitting on the city council dais sought to revitalize the downtown area with a new City Hall on Washington Ave while selling the current City Hall land on Homestead Blvd and Campbell Drive for a hefty profit.  At the time, the land was estimated  to be valued at about $20M.   Mind you this was during the land boom.  Many in the city believe this property has more potential by selling it to private commercial interests that pay taxes.  Indeed, this would be a better use of the land, but what would come to fill the space?  Another strip mall, car dealership, large box store?  Lets hope it becomes a destination and not more of the same.

 It was not to be, for the Housing Bubble destroyed the champagne wishes and caviar dreams of those on the dais.  The toasting and breaking ground at the new City Hall would have to wait, though the purchased land was cleared and remains cordoned off and ready for construction to begin.  After a six year hiatus the new City Hall movement has spurred up again and this time they have safety in mind.  One can never go wrong with safety.  The old City Hall is now practically condemned and it's time to move.  Nothing like a little urgency to get people off their duff.  The money is in the bank and itching to be spent.  The contractors are ready to break ground and those on the dais are ready for their champagne, hold the caviar, it's not appropriate in these hard economic times for an election looms next year. All are on board except for the Mayor.   Mayor Bateman was noticeably absent for the vote that put the move to the new City Hall back on track.  So it was a unanimous, 6-0, vote.  The citizens of Homestead will now get a new City Hall in the not too distant future and the Mayor will be moving to the new digs whether he likes it or not.  His motives for being absent for such a crucial vote may come out during the election, but it will be moot.  The city needs or wants, depending on your perspective, a new monument to spur development in its forgotten downtown.

Regardless of the justification used to get a new City Hall, the people lobbying for it will be vindicated once it's complete.  Like all monuments everyone will look up in awe at the fresh concrete, brick, and glass constructed by local companies.  Adorned walls with art works from Homestead citizens.  Beautiful landscaping from our local nurseries in the Redland.  A community will come together for this marvelous event and maybe just maybe that is what's supposed to happen.  A significant event to start a new chapter for a growing city. Out with the old and in with new, because in this case the ends may indeed justify the means.

Panera Bread Grand Opening: City Of Homestead News Or Campaign Ad?

PANERA BREAD OPENS NEW BAKERY-CAFE IN HOMESTEAD
Panera Bread opened a new Bakery-Cafe in Homestead with an inaugural ceremony on September 25th.


ONLY Mayor Steven C. Bateman and Councilman Elvis Maldonado attended the ceremony on behalf of the City of Homestead.  

The store is located at 2493 NE 9th Court.

Instead of the typical ribbon used at opening ceremonies, Mayor Bateman cut a large loaf of bread to open the new bakery-cafe.


Panera Bread is headquartered in St. Louis, Missouri and operates 1,591 company-owned and franchise-operated bakery-cafes in 41 states and in Ontario, Canada as of June 26, 2012. 
The company’s mission is “A loaf of bread in every arm®.”

Panera presents a Bakery Menu with freshly baked breads, bagels, baked egg soufflés and pastries and sweets and a Cafe Menu with sandwiches, soups, hand-tossed salads, beverages and a Panera Kids™ menu.


Panera Bread is the 502nd business established since Mayor Bateman took office in 2009. Bateman’s business-friendly policies have resulted in a commercial resurgence in the City of Homestead.

Watchcat Report: Abbo Brother's City Hall Not a Done Deal

According to sources the so called move to a temporary city hall at the Portofino Plaza is premature, several other locations are being looked at including another Campbell Drive location. Nothing is definite but the aerial photo above shows what may be one of the front running alternatives.

There are some facilities that require certain upgrades and some that are in move in condition. There are at least two facilities in the downtown area that have also received the city's interest. Stay tuned.

Bank wins foreclosure on 20-acre Homestead site

A vacant 20-acre site in Homestead is headed to auction after its owner lost a $4.4 million foreclosure judgment.

First-Citizens Bank & Trust Co. won the judgment against Toptrez LLC over a $2.4 million mortgage, plus interest and fees. The loan was originally issued by Sun American Bank, which later failed.

The agricultural site at the southeast corner of Southwest 336th Street and Southwest 172nd Avenue is set for online auction Oct. 17.

Toptrez, managed by Alicio Pina, Nirma Pina and Thomas Mesa, paid $3.2 million for the property in 2004.

The rumors are starting to circulate about where the temporary City Hall will be located as the council affirmed on Monday night. One name that keeps coming up has been the Portofino Plaza just west of the Campbell Drive Turnpike ramps.

Where is the Villa Portofino East CDD when you need them? Deed the property to the city, and the city will improve it for you at no cost, so the out of pocket expenses for your Hampton Inn and Courtyard Marriott are minimized.

City Manager Purrinos explained that this land transfer was a requirement of the Community Development Block Grant CDBG agreement which was entered into between the City and the Community Development District CDD on July 31 2008 and it was required for grant application approval therefore he was urging the Council to approve this transfer of property to proceed with the
project.
Mayor Bateman opened the public hearing.


No comments from the public, therefore Mayor Bateman closed the public hearing.

They have a lot of vacant space and it is convenient. However, being so close to the Bateman and Waldman campaigns puts a certain smell in the air and it's not the pizza from the first floor of the building.

It took the discovery of cancer-causing radon gas, pervasive mold and asbestos in Homestead City Hall, but City Council members on Monday agreed to abandon the sick building and put up a new City Hall.
 

In the meantime, city employees in the building will move to temporary offices, council members decided.
 

“That is the right thing to do. We can’t have employees in here, breathing in radon, breathing in mold,” City Manager George Gretsas told council members.
 

Council members decided it wasn’t worth pouring money into the old building to fix it. Experts contacted by city staff estimated it would take $2 million and one year to fix all the health and environmental problems found.
 

Homestead officials have suspected for years that City Hall was “sick.” The city this year ordered an environmental review that confirmed their suspicions.
 

How much the temporary relocation will cost is still up in the air: Gretsas didn’t want to talk dollars and cents Monday, saying it might get in the way of lease negotiations. The city is looking for 10,000 square feet of temporary space for 38 employees.
 

Monday’s decisions are only the latest in a City Hall saga that goes back to at least 1998, when the city floated the idea of selling the land the building now sits on. Homestead City Hall is on a prime piece of real estate: a busy corner of U.S. 1 and Campbell Drive. Back in the late 1990s, then-mayor Steve Shiver thought Homestead could fetch a pretty penny by selling the 18-acre site. 

The city’s most recent appraisal, in 2010, estimated Homestead could sell the City Hall site for $8.5 million.
 

Calls to relocate City Hall grew through the years, as the city’s population swelled and office space became cramped. Homestead’s current City Hall was built in 1959, when the city’s population was 9,000, Gretsas said. Homestead is now home to more than 60,000 residents, and city staff are spread out in buildings across Homestead.
 

“I can’t think of how many times I’ve been over here for a meeting and I had to wait for someone to drive from another building across town,” said Councilman Stephen Shelley. “It’s an inefficient way to do government, and that’s just with my meetings. I can’t imagine what staff has to go through.”
 

Plans to finally move ahead with a new building gained momentum in the 2000s, when the city bought land in downtown Homestead to put up the new City Hall, plans were drawn and the project was bid out.
 

It all came to a screeching halt in late 2009, when, after already sinking more than $6 million into the project, a new council decided it was too expensive to build as the city was being walloped by the foreclosure crisis and plummeting property values.
 

Among the most out-spoken critics of the project was current Mayor Steve Bateman. He still didn’t support the project even after all the health and environmental issues were recently found, and has been adamant that cleanup could be simple and inexpensive. He was absent for Monday’s decision and didn’t return calls for comment.
 

The rest of the council — including Jimmie L. Williams III, who voted by phone but wasn’t at the meeting — decided unanimously to once again move forward with building a new City Hall.
 

They also decided to keep a planned site in struggling downtown Homestead. The hope is that the new building will bring life to the area’s businesses.
 

“I feel this building is on life support, and it doesn’t make sense to me to spend $2 million to resuscitate it,” said Councilwoman Patricia Fairclough-McCormick. “What needs to be resuscitated is downtown.”
 

With that, the packed audience burst into applause.
 

“It would help to bring about a more vibrant community in downtown,” the councilwoman added. 

“Let’s build City Hall downtown.”
 

Now, city officials have to decide whether to dust off the old plans that were drawn up for the project, or to ask for new plans — which would cost more money. A meeting to deal with that issue has been set for 6 p.m. Oct. 3 at City Hall, 790 N. Homestead Blvd.

1998 New City Hall, A Walk Down Memory Lane With Mayor Steve Shiver

Even back in 1998 under the Mayoral leadership of Steve Shiver the City of Homestead was looking to move City Hall and capitalize on the prime retail/commercial prospects of the current site. Yes, current Mayor Steve Bateman was a member of that council. Fourteen years is a long time to table an issue as important as a safe working environment.
