Political Predictions and Prognostications For 2013

Snappy's crystal ball is a little more cloudy and smudged than in 2009 probably in part due to the incredible ability of those in office in Homestead and those who control them to proverbially “get away with murder,” but here goes:

The hiring of Council assistants will pass 4 to 3 following a contentious discussion. Those up for re- election this year will have to answer to the voters but the one member in favor who does not stand for election in 2013 knows that the electorate has a very short memory.

Councilman Maldonado will face an election challenge from Nazy Sierra. This one is too close to call but it will be interesting to watch ethnic and gender politics at work to obscure qualification and accomplishment..... or lack thereof.

Former Councilman Norman Hodge will challenge Jimmie Williams but not after being challenged as to whether he meets the one year residency requirement   at the time he files to run for office. (If he is allowed to file, this is a good indication that the “non- group” is at work and would rather see a reliable and controllable person in that Council seat rather than the unpredictable and largely absent   Williams). I predict a win for Hodge.

Steve “Never Take A Stand” Shelley will face only token or no opposition and will mumble his way through to another term. 
 
However….
Unless he lands a government job or well-deserved indictment, Mayor Steve Bateman, already off and running willfind himself in a primary facing a political unknown and  either Jeff “The Last Great Hope of Old ,White Homestead” Porter or Steve Shelley if Porter decides not to run. With the help of LaLey and a power structure that only rarely opposes an incumbent,we the people may have to suffer through another two years of the Baitster.

Construction on the new City Hall will finally get started but not without the public kicking and screaming of the Mayor who would rather give an  influential family six million dollars to build a turnpike exit so we can finally have that icon of mediocrity Steve Bateman has dreamed of and campaigned on for years… a Super Target.

City Manager George Gretsas will resign and move on to a city where his professionalism and honesty are appreciated and desired by both elected officials and the citizenry. The ensuing search for his replacement will be a sad comedy.

The usual roguesgallery of special interests will continue to prevail. Charter schools will proliferate on every corner with no traffic concurrency or respect for neighborhoods.

Huge budget savings will be accomplished with the disbanding of the Code Enforcement Department in recognition of our status as an anything   goes community. Or, as Mayor Bateman calls it, “Business Friendly.”

The question of whether to sell the right to sell electricity will be buried in election year politics.

Finally, looking beyond 2013, it is no secret that a term limited Judy Waldman will begin her run for Mayor in 2015. The lure of higher office will be too much to resist for Lynda Bell who may seriously explore a run for Congress against Joe Garcia or will announce her candidacy to replace a retiring  Ileana Ros-Lehtinen.

Record Year At Homestead Hospital, They Only Lost $18.2 Million In FY 2012

Baptist Health South Florida more than doubled its profits in its last fiscal year as strong investment performance overcame a jump in expenses.

 The big drag on the operations side came from West Kendall Baptist Hospital, which opened in April 2011. It lost $37.4 million in fiscal 2012, with bad patient debt costing that hospital $45.4 million, or 27 percent of its operating revenue. That’s a similar percentage of bad patient debt to revenue as Homestead Hospital, which lost $18.2 million.
It's other hospitals made up for that with earnings of $71.9 million at Baptist Hospital, $35.5 million at South Miami Hospital, $18.9 million at Doctors Hospital and $1.5 million at Mariners Hospital.

I predict that the coming days will be very profitable for those who spent huge amounts of money with which to buy election for the current council. 

1. They wasted no time cleaning out any impediments with Chong and now that Purrinos is there for the longer term, there will be no limit to their audacity. Note: Free Electricity, Waiver of Code Enforcement Fees, Homestead Housing Authority, Homestead Concrete and Drainage Overcharges are some examples.

2. Up first, probably "settling" the rockpit issue to the benefit of the former excavator who left Homestead liable for unlimited millions in fines and future mitigation costs. Note: The City of Homestead lost at least $4.5 million and some estimates indicate more than $10 million on the Redland Settlement engineered by "financial whiz" Councilman Jimmie Williams III. Did the councilman file for bankruptcy yet and is he still on the League of Cities finance board? lol

3. There will be a payment for a fraction of the value of the fill that was improperly taken from Homestead. Note: After Redland's check for $1,000,000 was received another $185,000 in restitution costs hit the city, netting about $815,000, rest assured tens of millions of dollars of fill are gone for that paltry sum. 

4. After that, the lawsuit about the 93 Agreement will either go away to be dealt with another day or some major concessions will be made by the city to settle those issues. Note: The City of Homestead had an offer to settle this in 2008-2009 for $3.1 million, instead in 2011 they agreed to pay $4.9 million from Water and Sewer to the M&H Homestead Group of Michael Latterner and Wayne Rosen.

5. We will see an anything goes mentality with no provision made for any road impacts and watch out for the great stadium give away. Note: Charter Schools USA was the big winner here, they still have the Oasis school site on Kingman after getting "free land" ($3 MM after 35 years) and have delivered the traffic nightmare and SNAFU that is Keys Gate drop off and pick up.

Anonymous, Homestead Is Home: Homestead Mayor Steve Bateman's Wife Bought Wayne Rosen's 2004 Mercedes S430, Nov. 16. 

In this post, Homestead Is Home reposts a Miami Herald piece detailing the strange circumstances involving Bateman's spouse buying a Benz at a steal of a price from a local car dealer. Coincidentally, the car's original owner is Rosen, a real estate developer with various business interests in the city and a major fundraiser for the mayor and city council members.

"The reason this is an important post is because at no time since the purchase has Mayor Bateman recused himself from voting on any Wayne Rosen connected issue brought before the City Council and there have been a few," the anonymous author tells Riptide. "If not for the news report there would not have been any knowledge of this transaction and that is the problem."

What they are charging people inside the city and outside the city and calling it deferent names to subsidize the taxes is simply an organized crime.

Alex is right; this year they transferred an ADDITIONAL $5,000,000 dollars to cover taxes in addition to $6,250,000 before. Or a total of $11,250,000 this year. On average each household in the service are is paying $562.5 per year extra to cover shortfalls in taxes.

You cannot charge people more on their electric bill and say we are not raising your taxes.

Mr. Bateman, I know you are great in arithmetic (NOT). But please we are tired of "WHAT YOU CAN DO FOR YOUR SELF".

Did we ever collect the $3,000,000 the hospital owns to the city?

DO the people outside the city know that they are paying an additional 6% of their electric bill to subsidize Bateman Taxes?

Mayo, it is true that you applied for the budget director and were interviewed at the SFWMD, but Sir this does not mean that you know anything about budgeting.

The new “PC:” Politically Connected

There are some strange things going on at North Miami Beach City Hall.  As you know, the former City Manager Lyndon Bonner was given his walking papers at the end of his contract in September.  Instead of looking for a new City Manager, the Council decided to shuffle the deck and rehire/promote the Current Assistant/One Time Interim City Manager Roslyn Weisblum.  This is the same Ms. Weisblum who immediately handed out raises the minute she was handed the interim position to temporarily replace the former-former-and-fired City Manager Kelvin Baker.  Obviously, she was the perfect candidate to fill the new vacancy, right?  Uh, huh.

As current (and future ex, I’m sure) City Manager, Ms. Weisblum has made some changes.  For starters, she fired the CRA Director Dan Wick.  I don’t know the reasons why she canned him, nor do I care, since I think a CRA is another one of those questionable ponzi schemes that we should abolish altogether, but that’s for another day, another blog.

Good old Ros decided that we didn’t need another CRA Director because it would cost too much money, which was probably the only good decision she’s made so far.  Then she blew that political capital by creating a position called “CRA Coordinator” and figured that the job was worth at least eighty thousand bucks.  Boy, that sounds familiar.  Where did I hear about this before?  Oh, yeah!  That’s EXACTLY what happened in North Miami!  You’ll remember that our sister city’s mayor Andre Pierre created just such a position for his crony, Lesly Prudent, to replace its then CRA Director Tony Crapp.  Smells like nepotism to me!

So who did Ros pick to fill our newly created “CRA Coordinator” job?  Glad you asked.

A woman by the name of Rasha Soray-Cameau just happened to be available.  Her resume is fairly impressive.  She received a Masters in Business Administration from Florida International University in 2007.  Ms. Soray-Cameau claims she worked for the Human Services Coalition from 1997 to 2004, and cites her job description as “oversight of staff, finance, contract management, human resources, day to day operations, negotiations with auditors, contractors and [illegible].”  From 2004 to 2009, she worked for the City of Miami/NET, where she was again in charge of “oversight of staff, community programs, met with constituent [sic] to deal with issues” and the like.  In 2009 she was transferred to the City of Miami/Little Haiti Cultural Center, where her job description was to “develop programs for cultural center, oversight of faculty, staff, events, grants management.”

When asked to explain in her own words why she’s qualified for the position, she wrote simply, “I believe that my past work experiences dealing with constituent issues, economic development and issues [illegible] management and budgeting make me qualified for the position mentioned.”
Sounds qualified to me!

The fact is that I have no idea what qualifications are required to run a city’s CRA, or Community Redevelopment Agency.  Then again, I don’t have to know.  I didn’t apply for the job.  Considering that the word “CRA” does not appear on Rasha Soray-Cameau’s application, other than in the blank space after “Position Applied For,” I’m wondering why she thinks she’s qualified to run one.  But, more importantly, why does the City Manager think she’s qualified?

I’m also wondering why someone who thinks she’s qualified to be a CRA Coordinator believes that this position has anything to do with constituent issues.  Last time I checked, the management of a city, or its CRA, has ABSOLUTELY NOTHING TO DO WITH POLITICS!

Unless, of course, the person seeking to fill this position just happens to be Politically Connected.  Like Lesly Prudent, for example, whose political radio show helped Andre Pierre win his election as mayor of North Miami.  Just who’s political career is this new hire advancing?  I’m just saying.
Whether or not Rasha Soray-Cameau is qualified for the job, she sure is Politically Connected.  Her list of Facebook friends is quite telling.  For starters, she’s friends with two women with the last name “Martelly” – Rosa and Midge, and a man by the name of Ralph Martelly.  As you know, “Martelly” just happens to be the last name of the president of Haiti, so I’m wondering if any of them are related to him.
Speaking of President Martelly, you’ll remember the hoopla during his visit stateside in July, when the City of North Miami shelled out $8,800.00 for police protection so that he could attend a gala at the Renaissance Ballroom given by Francois Adrien, owner of “Pikliz.com, a popular Haitian website.”

In a coincidence of all coincidences, one Francois J. Adrien just happens to be one of Rasha Soray-Cameau’s Facebook friends!   The fact that Francois J. Adrien lists http://www.pikliz.com on his Facebook page leads me to believe he’s the same Francois Adrian, owner of pikliz.com, who hangs with the Haitian Prez.  How cozy.

For Ms. Soray-Cameau, it sure doesn’t get more Politically Connected than that!
On December 2, 2012, ten days ago, I sent an email to North Miami Beach City Manager Roslyn Weisblum asking her questions about this new “CRA Coordinator” position, including the job description, whether or not it was advertised, and copies of all the other applicants’ resumes.  So far, just like ignored public records requests in North Miami, I have received no response.

What I do know, however, is that in the month or so that Ms. Soray-Cameau has been an employee of our city, she’s done little more than sit at the receptionist’s desk in the City Manager’s office and answer the phones.  Considering her resume, I’m sure she’s highly qualified to do just that.
Then again, so am I.  If I had known that this position offered a salary of EIGHTY THOUSAND DOLLARS, I would have applied myself!

Then again, I’m not Politically Connected.

But since no receptionist, no matter how well she can answer a phone, is worth EIGHTY THOUSAND DOLLARS, one just has to wonder what the hell is going on around here.

La LEY Sports Owner Gets Much Love from Bateman and Maldonado, Gets Public Reprimand from Florida Bar

John Hasan Ruiz, 5040 N.W. 7 th St., Ph. 1, Miami, publicly reprimanded following a Nov. 18, 2011, court order. (Admitted to practice: 1992) 

A tenant fell and was injured at an apartment complex owned by Ruiz. When she asked for insurance information, Ruiz told her that the co-owner had allowed the insurance policy on the property to lapse, and therefore, that the apartment was uninsured. Ruiz subsequently sold the apartment for more than $2 million and received $375,000 of income from the closing. When the tenant's case went to trial, Ruiz failed to disclose that he was a director and 50 percent shareholder of the owner corporation, and that the corporation had sold its only asset, the apartment complex. 

The court subsequently ruled in the injured party’s favor, and Ruiz paid her judgement and attorneys fees in excess of $200,000 from his personal funds. (Case No. SC11-1011)

Mayor Bateman Continues To Publicly Verbally Abuse The City Manager

From the recent Miami Herald Article, Exchange between Mayor and Manager

Mayor Bateman also had stern words for the city manager, accusing him of staying in his office and not realizing how overworked the mayor and council’s assistants are. City Manager George Gretsas had to ask the mayor multiple times for permission to speak, with the mayor at one point saying flat-out: “No; You’re not recognized.”

“You’ve never even taken one step into that office to see what’s going on,” Bateman told Gretsas, referring to the office of the mayor and council.

“That’s not true,” Gretsas replied.

“You do not get involved. And they all say the same thing.* You don’t come out of that room,” Bateman continued.

When he finally got a chance to pipe up, after Bateman systematically asked council members whether they were done speaking, Gretsas said the decision to hire more help is, “a policy decision, and it’s yours to make.”

“To look at me and be angry that somehow, this is my fault, I take issue with that,” Gretsas said.

The manager said he would implement whatever decision the council makes. The council decided 5-2 that they should hire more help.

Then it has been noticed that five minutes later he'll smile and speak to City Manager George Gretsas respectfully and professionally.

*Example of Mayor Bateman's management style. The Mayor has forgotten Homestead has a Human Resources Department. He is also giving cause to the creation of a hostile work environment lawsuit in the public.

A hostile work environment exists when an employee experiences workplace harassment and fears going to work because of the offensive, intimidating, or oppressive atmosphere generated by the harasser.

A person of any gender, race, culture, sexual orientation, age, or size may experience verbal abuse. Typically, in couple or family relationships verbal abuse increases in intensity and frequency over time.[4] After exposure to verbal abuse, victims may fall into clinical depression and/or post-traumatic stress disorder. The person targeted by verbal abuse over time may succumb to any stress related illness. Verbal abuse creates emotional pain and mental anguish in its target.

Despite being the most common form of abuse, verbal abuse is generally not taken as seriously as other types, because there is no visible proof and the abuser may have a "perfect" persona around others. In reality, however, verbal abuse can be more detrimental to a person's health than physical abuse. If a person is verbally abused from childhood on, he or she may develop psychological disorders that plague them into and through adulthood.

The Two Council YES! Votes Appear With Ruiz In The Photo Along With La LEY Staff, They Wanted La LEY To Continue Getting Free Benefit Of City Paid Insurance, Anyone Know Why?

The last time the council took the issue up in May, only Mayor Steve Bateman and Councilman Elvis Maldonado voted for it. Councilman Jimmie Williams III was absent.

The operator of Homestead’s baseball stadium is once again behind on more than $162,000 of utility and insurance bills.

The city is locked in a legal battle with the operator, in part, over the bills. The operator, La Ley Sports, filed a class action lawsuit against the city in May, claiming that Homestead overbills its utility customers.

A Miami-Dade Circuit Court judge dismissed the case in October and gave La Ley a chance to re-file its complaint because of issues with the way it was originally filed, Homestead’s attorneys said. La Ley has filed an amended complaint which Homestead’s attorneys have again asked a judge to dismiss, in part because the lawyers still believe there are problems with the way the case has been filed.

Meanwhile, La Ley’s bills have stacked up.

The sports organization, owned by Miami Spanish-language TV lawyer John H. Ruiz, owes about $118,000 in utility bills as of Nov. 26, according to city documents. His group owes about $45,000 in insurance bills, according to the city.

Ruiz’s company has been behind on its utility bills essentially since it first took over the stadium in July 2011.
But Ruiz has argued that he was never past-due because he never owed the money in the first place, because Homestead overbilled him.

The city in April admitted that it did, in fact, accidently overbill La Ley by $22,000 for a dumpster that wasn’t even on the property. But taking into account the overbilling, Ruiz’s company still owed $3,000 in past-due utility bills at the time.

Karen Barnet-Backer, who is representing La Ley in the case, did not return an email for comment and did not immediately return a phone call for comment.

In a separate lawsuit, La Ley has sued the city for fraud and breach of contract because of disagreements between the two sides over their rental agreement. The relationship between the company and the city soured quickly after La Ley tried to get out of paying insurance premiums for the stadium. The city refused to waive the $10,000-a-month bill.

“The city’s position is that he now owes upwards of $100,000,” said Michael Popok, one of the attorneys representing Homestead in both cases.

The lawsuit stemming from the lease disagreements is still pending.

The suits have been “relatively dormant,” Popok said.
